- The two main objectives of board reform are:
- Improving service delivery by implementing a board structure that encourages greater cooperation, emphasizes improved case management, and delivers programs that reflect regional priorities.
- Improving effectiveness and efficiency of boards by simplifying governance structures, identifying clear responsibilities, roles and powers and improving finance, administrative and other systems to improve accountability and reporting.
Does the proposed approach achieve these objectives? How would you change the proposed approach to better achieve these objectives?
- Are there specific elements of the proposed approach that you feel will not work in your region, and why?
- What approach to determining appointments for membership to the Regional Services Board in your area do you feel is most appropriate?
Do you think it should be a certain number of members per community, allocating a certain number of board members for Aboriginal Organizations in the area to nominate membership, targeting members based on subject-matter knowledge, or another approach?
- Do you believe appointing board members is appropriate or should there be regional elections?
- Which approach to the regional boundaries do you prefer, the initial allocation or aligning communities into regions more along geographic proximity? Is there another approach to regional boundaries that you feel would be more appropriate?
- Will the grouping of responsibilities within the authorities associated with the Regional Services Boards lead to improved coordination and integration of services?
- Which option do you prefer for getting community input into service delivery: 1) separate community education councils and housing advisory committees, or 2) a single community service board that would provide input into education and housing programs in the community?
- How much flexibility should the Regional Services Board have to move resources between the main business lines of health, education and housing?
