Chronological Overview

May 2001

Leaders of the Intergovernmental Forum in Inuvik, sign a Memorandum of Intent (MOI) to devolution, including resource revenue sharing. The MOI sets out the initial objectives, principles, subject matters and process to guide discussions in reaching a formal devolution and resource revenue sharing agreement. 

September 2002

The Parties appoint negotiating teams. The formal devolution negotiating process begins.

May 2003

Negotiators recommend a Devolution Framework Agreement. The process, timeline and subjects for negotiation are established.

March 2004

Leaders of the Aboriginal Summit, Government of Canada and GNWT sign a Devolution Framework Agreement on March 17, 2004. This Agreement sets out the process for reaching a final Devolution Agreement and includes topics for negotiations and target dates.

A Memorandum of Intent, also signed on March 17, 2004, reconfirms the commitment of the GNWT and Aboriginal governments to establish a formal process to deal with the critical issues of financing Aboriginal governments and capacity building.

May 2007

Inuvialuit Regional Corporation, the Gwich'in Tribal Council, the Sahtu Seretariat Incorporated, the Northwest Territory Métis Nation and the Government of the Northwest Territories reach an agreement on a Resource Revenue Sharing Agreement-in-Principle and a Devolution Agreement-in-Principle. The Resource Revenue Sharing Agreement-in-Principle is a separate agreement among NWT governments that describes the basis and principles for sahring resource revenues that will remain in the Northwest Territories.

In addition, the Devolution Agreement-in-Principle has been agreed to by the NWT parties and is forwarded to the Government of Canada with a reccomendation for the federal government to adopt iit as a basis for completing the current stage of the negotiations and seeking a mandate for a final agreement.
